The former UoN student leader received 45,462 votes for the Embakasi MP seat on an ODM ticket.
When he arrived the constituency tallying centre, he was told the key where the certificate was kept had gone missing.
"You are not doing me a favour. You cannot select leaders for people of Embakasi East. I'm elected. We are not leaving...you are not leaving until I get my certificate," he said.
He claimed the returning officer is linked to Deputy President William Ruto and wanted to deny him victory.
Babu also accused the returning officer of cheating him that the logistics officer, identified as Chelimo, who had the key was arrested.
"Make sure my certificate is brought. Otherwise we will frog march you to the IEBC officers. What I am sure if you are not leaving here," Babu added.
Supporters urged Babu on but police arrived to calm the crowd.
"This is not monkey business. You will see my other side if I don't get my certificate," Babu said.
Shortly after, the certificate was found among other documents by the deputy returning officer.
